There is no separate safety file law for mechanical contractors. The Occupational Health and Safety Act 85 of 1993 and the Construction Regulations 2014 are national and trade-neutral — they apply to mechanical work exactly as they apply to every other trade on a South African site, with no minimum project size exemption.
What changes with the trade is the content. The regulations require the file to reflect the work actually being carried out, so the risk assessments, method statements, appointments and registers in a mechanical file are driven by the hazards mechanical contractors actually create.
Why a mechanical file is different
Mechanical installation work brings pressure equipment and lifting into the same job. Both are separately regulated, both have certification that expires, and both fail in ways that injure people who were not the ones doing the work.
What to get right in a mechanical safety file
These are the hazards that should be reflected properly in the risk assessments and method statements — the parts of the file that are easiest to leave generic and hardest to defend when they are.
Pressure equipment
Vessels, boilers and pressurised pipework fall under the Pressure Equipment Regulations 2009, which bring design approval, inspection by an approved inspection authority and certification. Pressure testing is itself a hazardous operation needing exclusion zones and a written procedure.
Lifting plant into position
Mechanical installation means heavy items lifted into confined plant rooms and onto roofs. Lift plans, current load test certificates and appointed riggers are the documentation, and the awkward lift in a tight space is where a generic plan stops being adequate.
Hot work on and near systems
Welding and cutting on pipework near insulation, ceiling voids and stored product needs a permit, a fire watch and a check on what is on the other side of the wall being welded — which is the step most often skipped.
