There is no separate safety file law for waterproofing contractors. The Occupational Health and Safety Act 85 of 1993 and the Construction Regulations 2014 are national and trade-neutral — they apply to waterproofing work exactly as they apply to every other trade on a South African site, with no minimum project size exemption.
What changes with the trade is the content. The regulations require the file to reflect the work actually being carried out, so the risk assessments, method statements, appointments and registers in a waterproofing file are driven by the hazards waterproofing contractors actually create.
Why a waterproofing file is different
Torch-on membrane work puts a naked flame directly onto a roof build-up whose layers nobody has opened. Heat travels into voids and insulation and ignition can take hours to become visible — which is why waterproofing fires are so often discovered after the crew has packed up and left.
What to get right in a waterproofing safety file
These are the hazards that should be reflected properly in the risk assessments and method statements — the parts of the file that are easiest to leave generic and hardest to defend when they are.
Torch-on work and delayed ignition
A flame applied to a roof drives heat into the substrate, insulation and any timber below. Smouldering can develop for hours before it shows. A hot work permit and a fire watch continuing well after the torch is off — a full period after work stops, not five minutes — is the control that matters here.
Solvent-based primers and flame together
Bitumen primers are frequently solvent-based and flammable, and they are applied on the same roof as the torch. Sequencing so primer is fully dry before flame is introduced, plus storage away from the work face, is what keeps the two apart.
Roof edges while walking backwards
Membrane is rolled out progressively, so the person laying it moves steadily across the roof with attention on the work rather than the edge. Edge protection and a fall protection plan have to account for movement patterns, not just static positions.

How long should a fire watch continue after torch-on waterproofing?
Long enough to catch delayed ignition, which means a defined period after the last flame rather than a quick look before leaving. Heat driven into insulation and timber can smoulder for hours before it breaks out, and waterproofing fires characteristically start after the crew has gone home. Your file should state the period and record that it was kept.
