There is no separate safety file law for roofing contractors. The Occupational Health and Safety Act 85 of 1993 and the Construction Regulations 2014 are national and trade-neutral — they apply to roofing work exactly as they apply to every other trade on a South African site, with no minimum project size exemption.
What changes with the trade is the content. The regulations require the file to reflect the work actually being carried out, so the risk assessments, method statements, appointments and registers in a roofing file are driven by the hazards roofing contractors actually create.
Why a roofing file is different
Roofing concentrates fall risk more than any other trade — height, edges, slopes and surfaces that will not hold a person's weight, all at once. Fall protection is not one concern among many here; it is the file's centre of gravity, and everything else supports it.
What to get right in a roofing safety file
These are the hazards that should be reflected properly in the risk assessments and method statements — the parts of the file that are easiest to leave generic and hardest to defend when they are.
Fragile roof surfaces
Fibre cement sheeting, corroded IBR, skylights and old timber will not support a person and frequently look as though they will. Falls through a surface, rather than off an edge, account for a large share of roofing incidents. Crawl boards, staging and marked no-go areas are the controls, and older sheeting may also contain asbestos.
Edge protection and anchorage
A harness is only as good as what it is clipped to, and roofs often lack any engineered anchor point. The fall protection plan has to name real anchorage — designed and rated — or specify collective protection like edge barriers and nets instead of relying on personal equipment with nowhere to attach.
Wind and weather
Sheet material behaves like a sail, and Cape wind conditions in particular make handling on a roof genuinely dangerous. The plan needs a stated wind threshold at which work stops and a named person who makes the call — not a supervisor's judgement under programme pressure.

Does every roofing job need a fall protection plan?
The Construction Regulations 2014 require a fall protection plan where work is carried out at height with a risk of a person falling, drawn up by a competent person — and roofing is that work almost by definition. A generic plan not tied to the actual roof, its pitch, its surface condition and its anchor points is the version that fails when it is examined.
