There is no separate safety file law for work in a factory. The Occupational Health and Safety Act 85 of 1993 is national and applies to every workplace — but a manufacturer meets its own duties through an ongoing OHS management system covering its fixed plant, guarding, noise and ergonomics, which is not the same thing as a project safety file.
What a manufacturing site does ask for is a file from every contractor who comes through the gate. That file covers your work, your people and your competence, and it has to account for the plant's hazards as well as your own.
Why a manufacturing file is different
This page is for the contractor going into a manufacturing plant, not for the plant itself. A manufacturer's own compliance is an ongoing system covering fixed machinery, noise and ergonomics — a safety file does not replace it. But no manufacturing site lets a contractor start work without one, and the file has to reflect hazards that belong to somebody else's process.
What to get right in a manufacturing safety file
These are the hazards that should be reflected properly in the risk assessments and method statements — the parts of the file that are easiest to leave generic and hardest to defend when they are.
Machinery you did not install and do not control
The General Machinery Regulations require every exposed and dangerous part of machinery within normal reach to be effectively safeguarded, and the Driven Machinery Regulations 2015 add duties for specific machine classes and lifting equipment. Working alongside plant that is guarded, interlocked and maintained by someone else means your risk assessment has to cover what happens when a guard is open for your work.
Noise in a production hall
Production noise does not pause for contractors, and exposure counts even on short visits. Hearing protection zones, the site's own limits, and the audiometric testing duties under the Noise-Induced Hearing Loss Regulations 2003 apply to your people while they are in there, not only to the factory's.
Working around live production
Work usually happens in a shutdown window, alongside running lines, or in areas with contamination or hygiene controls you did not set. Your method statement has to say what happens when production restarts early or the window moves — which on a factory programme it regularly does.

Machine safeguarding, machinery supervision appointments and ergonomic risk assessment are the core duties in a factory — the Construction Regulations mostly are not, even where the work you are doing there is construction work.

If the site asks for one, and most manufacturing sites do before granting contractor access, then yes.
