What the law requires

There is no separate safety file law for tiling contractors. The Occupational Health and Safety Act 85 of 1993 and the Construction Regulations 2014 are national and trade-neutral — they apply to tiling work exactly as they apply to every other trade on a South African site, with no minimum project size exemption.

What changes with the trade is the content. The regulations require the file to reflect the work actually being carried out, so the risk assessments, method statements, appointments and registers in a tiling file are driven by the hazards tiling contractors actually create.

Why a tiling file is different

Tiling is a finishing trade with a genuine occupational health problem attached. Cutting tile releases respirable silica, adhesives and grouts are cement-based and alkaline, and the working position is kneeling. None of it produces an incident report; all of it produces long-term harm.

What to get right in a tiling safety file

These are the hazards that should be reflected properly in the risk assessments and method statements — the parts of the file that are easiest to leave generic and hardest to defend when they are.

Respirable silica from cutting

Dry-cutting porcelain and stone releases respirable crystalline silica in high concentrations, often indoors with no ventilation. Wet cutting is the primary control and on-tool extraction the alternative — respiratory protection is the backup, not the plan, and the method statement should say which is being used.

Cement-based adhesives and grouts

Tile adhesive is alkaline and causes burns and dermatitis through prolonged contact, and a tiler's hands are in it all day. Barrier protection, gloves that are actually worn and washing facilities on site are the controls that belong in the file.

Kneeling and sustained awkward posture

A tiler kneels for most of a working day, often on a hard wet surface. Knee damage accrues over years and never appears as an incident, which is why it rarely reaches a risk assessment despite being the injury most likely to end a tiler's career.
