There is no separate safety file law for fencing contractors. The Occupational Health and Safety Act 85 of 1993 and the Construction Regulations 2014 are national and trade-neutral — they apply to fencing work exactly as they apply to every other trade on a South African site, with no minimum project size exemption.
What changes with the trade is the content. The regulations require the file to reflect the work actually being carried out, so the risk assessments, method statements, appointments and registers in a fencing file are driven by the hazards fencing contractors actually create.
Why a fencing file is different
Fencing looks like the simplest work on this list and carries two disproportionate risks: every post hole is a small blind excavation, and a great many South African fences are electrified once they are up — which brings a separate certification duty most contractors do not expect.
What to get right in a fencing safety file
These are the hazards that should be reflected properly in the risk assessments and method statements — the parts of the file that are easiest to leave generic and hardest to defend when they are.
Post holes into buried services
A fence line crosses whatever happens to be underground along it — power, water, telecoms, fuel. Hand-digging the first depth and locating services along the line before augering is the control, and the file should show the locate was done rather than assumed.
Working alongside live traffic
Boundary and roadside fencing puts people within metres of moving vehicles for the length of the job. Temporary traffic accommodation, high-visibility clothing and a plan for how vehicles are kept out of the work area belong in the risk assessment, not in the foreman's head.
Electric fence certification
Under the Electrical Machinery Regulations 2011 an electric fence system requires an electric fence system certificate, issued by a registered electric fence system installer. Installing or materially altering an electrified fence without that registration is a compliance gap that surfaces at property transfer.
