What the law requires

There is no separate safety file law for flooring contractors. The Occupational Health and Safety Act 85 of 1993 and the Construction Regulations 2014 are national and trade-neutral — they apply to flooring work exactly as they apply to every other trade on a South African site, with no minimum project size exemption.

What changes with the trade is the content. The regulations require the file to reflect the work actually being carried out, so the risk assessments, method statements, appointments and registers in a flooring file are driven by the hazards flooring contractors actually create.

Why a flooring file is different

Flooring puts a worker on the ground, in an enclosed room, next to whatever is evaporating out of the adhesive. Vapour is heavier than air and collects exactly where the person's head is. Add grinding and screed preparation and you have a genuine chemical and dust exposure problem in what looks like a finishing trade.

What to get right in a flooring safety file

These are the hazards that should be reflected properly in the risk assessments and method statements — the parts of the file that are easiest to leave generic and hardest to defend when they are.

Solvent vapour at breathing height

Adhesives and levelling compounds release vapour that settles low in an unventilated room — precisely where someone kneeling is breathing. Ventilation arrangements and the safety data sheets for every product belong in the file, and some adhesives are flammable enough to make ignition sources a separate control.

Silica from floor preparation

Grinding and shot-blasting screed and concrete releases respirable crystalline silica. Dust extraction at the tool is the primary control and respiratory protection the backup, and the method statement should say which is in use rather than leaving it to whatever is in the van.

Kneeling as the working position

Sustained kneeling and repetitive reaching cause knee and back injury over months and years rather than in a single incident, which is why they rarely reach a risk assessment. Knee protection, rotation and an ergonomics assessment are what a file that takes this seriously looks like.

Why does a flooring safety file need chemical documentation?
