What the law requires

There is no separate safety file law for irrigation contractors. The Occupational Health and Safety Act 85 of 1993 and the Construction Regulations 2014 are national and trade-neutral — they apply to irrigation work exactly as they apply to every other trade on a South African site, with no minimum project size exemption.

What changes with the trade is the content. The regulations require the file to reflect the work actually being carried out, so the risk assessments, method statements, appointments and registers in an irrigation file are driven by the hazards irrigation contractors actually create.

Why an irrigation file is different

Irrigation combines two hazards that are individually manageable and dangerous together: long shallow excavations, and electrical pump equipment installed where water is guaranteed to be. Valve chambers and sumps add a confined space problem that catches contractors out because the openings look harmless.

What to get right in an irrigation safety file

These are the hazards that should be reflected properly in the risk assessments and method statements — the parts of the file that are easiest to leave generic and hardest to defend when they are.

Trenching across unknown ground

Irrigation trenches run long distances across land where service records are often poor or nonexistent, particularly on farms and estates. Service location along the route, and excavation supervision where a trench is deep enough to enter, are the controls the file has to evidence.

Electricity and water together

Pumps, controllers and solenoids sit in wet environments permanently. Earth leakage protection, correct ingress ratings and isolation before work on any pump are the core controls, and the installation side brings its own Certificate of Compliance duty under the Electrical Installation Regulations 2009.

Valve chambers as confined spaces

A sump or valve chamber someone climbs into to reach a fitting is a confined space, whatever it is called on the drawings. Atmospheric testing and a standby person are needed for entries that crews routinely make in under a minute without either.

Is a valve chamber really a confined space?

If a person has to enter it, it has restricted entry and exit, and it was not designed for continuous occupancy, then yes — regardless of how small or how routine the entry is. Chambers accumulate gas and displace oxygen quietly, and the fact that a crew has entered the same chamber a hundred times safely is not evidence about the hundred-and-first.
